Deputy Head of Public Service Visits Mityana District Local Government.

The Deputy Head of Public Service Jane Kyarisiima Mwesiga has paid a visit to Mityana District local government to enhance supervision, inspection, and monitoring of government projects and programs in the district.

The Deputy Head of Public Service held meetings with district officials, including the Chief Administrative Officer, Mrs. Edith Mutabaazi, and the District Chairperson, Mr. Mugisha Patrick Nshiimye and the meetings focused on discussing the implementation of government programs, such as the Parish Development Model (PDM), Universal Primary Education (UPE), and Universal Secondary Education (USE) UWEP, YLP and other implemented projects.

 

In the welcoming remarks CAO Edith Mutabaazi thanked the government for the great work they have done to see that they can deliver service to the people of Mityana district.

 

Mutabaazi added that they have managed to pay the pensioners in the district though It’s important to note that the Gratuity allocated to us is also not adequate to enable us to pay all Pensioners outstanding arrears and she said that they have tried to contact Ministry of Finance, Planning and Economic Development to avail the district with funds to cater for the outstanding arrears.

                                                        

She went further to say that Out of the 75 Parishes only Parishes five (5) Parishes lack Government Aided Primary Schools and that is Kiteredde Parish in Kalangaalo Sub-county, Magala Parish in Ssekanyonyi Sub-county, Busembi Parish in Kalangaalo Sub-county, Mpongo Parish in Bbanda Sub-county, and Kidduuzi Parish in Busunju Town Council.

On the side of Secondary Education in Mityana District out of 14 Sub-counties / Town Council Only Three (3) have no Secondary Schools that is: Ssekanyonyi Sub-county, Zigoti Town Council and Busunju Town Council and the district has no any Government Tertiary Institution that exists within the District.

Mrs Mutabaazi asked the deputy head of public service to review the staffing policy of one teacher per class to cater for staffing challenges (maternity and sick leave).  At least 10 teachers per school is sufficient.

CAO mutabaazi also asked the deputy head of public service to help the district to Secure road funds for other Town Councils that is Ssekanyonyi, Zigoti and Bbanda Town Councils.

 

She also talked on the road equipment the district has and she said that the only road unit they have is overwhelmed with work and they share it with Mityana Municipality and asked that the Government should avail more roads equipment at Zonal Centres and increase their funding for equipment maintenance.

 

Sulait Ssengendo Mambo the secretary for Education and Health who represented the district chairperson thanked the government for putting up the sector for monitoring to see what they do at the district level and he said that this will help to deliver good service to the people they are serving.

 He requested the deputy head of public service to remained the president about the pledges he has made in mityana district most especially on the side of roads.

 

Mityana Resident District Commissioner Joseph Drake Mukiibi said that the visit is timely whey they are emphasizing service delivery, fighting poverty, corruption and when she comes she adds on the pressure they are on.

 

RDC Mukiibi added that his office is working hard to see that they monitor all government funds that are sent in the district where they are put and they see if they have utilised them well and they are not going to rest until the service they have to give to the people reach them.

 

Mukiibi said that the challenge they have is with the ministry of energy where some places don’t have power and some don’t have water and even Minicipality they doont have a road unit and ministry of work should come in.

 He reported to the deputy head of public service that the sub county police model is moving on well and it has improved on security only Butayunja sub county has not got the place but they are working hard to see that they get a police station.

                                                     

The deputy head of public service Jane Kyarisiima Mwesiga in her remarks she said that the visit aimed to assess the progress and challenges faced by various government initiatives in the district.

She thanked the district the work done and she said that they are enhancing the supervision and coordination aligning the service provisions.

She went further to say that they cannot be monitoring the district every time but they are going to be working with the office of the RDC to see to it that they monitor government programs and they share reports.

 She talked about the challenges that were raised by the Chief Administrative Officer and she said that staffing is a challenge mainly in health and she said that it’s a big challenge across the country and they have to go and look at the wage with the human resource and indicate the key positions that they can fill.

With the issues of transport, she encouraged the district leaders to priotize them in their budget and they need to set up to enhance on the local revenue.

 

                                                                 

After the meeting with the district officials the Deputy Head of Public Service also conducted field visits to inspect ongoing projects and those that were done by the district and among the visited projects were Namungo Seed Secondary school, Irrigation Schame, Namungo Health center III and Mpirigwa Mini water project that is ongoing and her aim was to assess the quality of work, progress, and challenges faced by the contractors and implementers.

After the visit, the Deputy Head of Public Service engaged with some of the members in the community mainly who uses the water and beneficiaries of government programs and the interactions provided an opportunity to gather feedback, concerns, and suggestions on how to improve the delivery of services and programs.

During the interaction Nazziwa Imelda 65 years who was given a tap water said that they have finished two months without water and she said that the contractor told them that they had an issue with the water pipes because they were damaged and they under repair.

                                                            

When The Water Engineer James Ssonko asked about the issue he explained that an investor cut the water pipes and he was going to replace the damaged pipes and they are waiting for the investor.

Deputy Head of public service tasked CAO to find out how the investor came in the district without their knowledge and she thanked the responses got from the community and also thanked the district for the good work they have done and she said that she was pleased to find the projects on ground because some district the projects are not implemented.
